The report includes a review on the Building the Education Revolution and outcomes of his financial audits on NSW Government agencies for Education and Communities 2009-10. Whilst the Department of Education appears to have achieved its key objective of rapidly constructing school facilities, costs were higher than business as usual and the preferences of local communities were not always met.

The report includes comments on his financial audits of NSW Government emergency services and law and order agencies for 2009-10. The audits of these agencies’ financial reports for the year ended 30 June 2010 each resulted in an unqualified Independent Auditor’s Report. Significant backlog in victims’ compensation claims The Department of Justice and Attorney General paid $63 million in compensation to victims of crimes but only received $4.2 million from offenders in 2009-10. Over $222 million worth of victims’ compensation claims are to be processed by the Department. The number of outstanding claims increased thirty-five per cent from 13,384 to 18,118 in 2009-10.

The report includes comments on NSW Treasury and agencies in the finance and superannuation sectors. The New South Wales public sector superannuation funds’ investments were $42.2 billion at 30 June 2010, up from $38.5 billion in 2009. Investment returns reached 14.5 per cent in 2009-10. This is a significant improvement on the investment returns of up to negative 18.4 per cent at the peak of the global financial crisis in 2008.

The report includes comments on financial audits of government agencies in the electricity sector. The audits of the seven NSW electricity corporations’ financial reports for the year ended 30 June 2010 each resulted in an unqualified Independent Auditor’s Report. We did note significant uncertainty that may affect the value of power station assets due to the unknown impacts of any future carbon pollution reduction scheme and the Government’s proposed electricity industry reforms.

The final Budget result for 2009-10 was a surplus of $994 million, originally budgeted to be a $990 million deficit. If the Commonwealth Government’s capital stimulus funding had been excluded, the result would have been a deficit of $861 million. Employee costs (excluding superannuation costs) increased by approximately 3.5 per cent compared to 7.5 per cent in the prior year.
 
“I have issued a qualified Independent Auditor’s Report as the State has not recognised the value of Crown Reserves and the infrastructure on those reserves that should be recorded as an asset,” Mr Achterstraat said.

The Government is not able to provide assurance that it is safeguarding its holdings of sensitive personal information because its policy has not been properly implemented. This is likely to remain the case until there are clear, mandatory, minimum standards that agencies sign up to, and scrutiny of performance against these standards is strengthened.

New South Wales’ ten universities recorded a combined operating surplus of $494 million compared to a deficit of $76.9 million last year, reflecting the improvement in global financial markets. This was largely due to investment gains of $38.0 million in 2009 compared to $405 million of losses in 2008. Despite this, financial risks remain for universities. With the recovery in global financial markets remaining fragile, universities with overseas operations and those needing to fund capital works programs, are at most risk. Capital funding is estimated at $2.0 billion for 2010 and 2011.

We found that ADHC is providing and funding more respite to help people with disabilities and their carers. The number of people using respite centres increased by 20 per cent between 2006-07 and 2008-09 from 2,769 to 3,326. Both NGOs and carer organisations told us that ADHC had improved the management of respite.

The report includes comments on his annual audit of entitlements paid to Members of NSW Parliament and financial audits of WorkCover, Justice Health, Waste Recycling Processing Corporation and some other NSW Government agencies.
 
In his audit the Auditor-General had called for a system to be developed to ensure accrued loyalty/reward benefits are used to reduce Members’ parliamentary business travel expenditure, rather than be forfeited when a Member leaves Parliament. He also called for better controls over the Logistic Support Allocation used for transport, communications, printing, stationery, office supplies and equipment.

The 2004 Review of Bus Services in NSW always envisaged that there would be a transition period as the new bus contracts were introduced. NSWTI has developed and implemented the new arrangements, and pursued a range of new initiatives including the network improvement program, strategic corridors and uniform bus fares and concessions. The new contracts provided for a performance management regime to hold operators accountable. But this is still being developed four years after the bus contracts came into effect and it remains unproven as a basis for ensuring value for money from the contracts - each of which guarantees monopoly rights to the operators.
