The Northside Storage Tunnel was the first major public sector construction project using an alliance approach. In our opinion, the outcome of the project suggests that an alliance approach, when applied to a suitable project and managed appropriately, can support positive project outcomes. And in many respects the Alliance worked well. There are, however, a number of issues that we believe need to be addressed for future alliances.

State Rail has made significant improvements since the purchase of the Tangara. It improved measures necessary for handling contracts dealing with technically complex and innovative projects, although some other problems have been encountered, with new lessons to learn. The design and manufacture of new trains requires a significant investment in both time and cost. The Millennium Train has come at a considerably higher price than originally expected. And it is very late compared to the Government’s original announcements, as the development/design took longer than planned.

A staged, systematic and careful approach and extensive business re-engineering effort underpinned the Roads and Traffic Authority's (RTA) steady progress in providing customers with a range of reliable and secure online registration services. The RTA’s consistent and disciplined pursuit of new and challenging e-business opportunities is commendable.

We are of the opinion that overall, the Police Assistance Line (PAL) has contributed to improving the efficiency and effectiveness of NSW Police. Through civilianisation of call taking, NSW Police reports that the cost of handling a minor crime report has been reduced by 65 per cent, to around $21 per call. It is also estimated that PAL has contributed to the release of over 200 police to operational duties. There has also been an improvement in customer service since PAL commenced, with the average time taken to answer a call reduced from over two minutes to 42 seconds. However, performance is still outside NSW Police’s goal of answering 80 per cent of calls within 27 seconds. In addition, waiting time increased over the last six months of 2002.

The Audit Office is of the opinion that responsibility for protecting the quality of river water is not clearly delineated. The current arrangements lack the structure to ensure success. There is no lead entity to co-ordinate efforts to protect river water. New South Wales has no overarching water quality or river health strategy and no water quality management plans to ensure clear outcomes and responsibilities for protecting river water quality and integrated decision-making to protect areas of greatest risk to water quality.

The implementation of the Ovine Johne's Disease (OJD) program in New South Wales has been prolonged and difficult. In our view, the OJD Program in New South Wales has experienced two major difficulties with its implementation: the lack of a strategic approach to program management, and an ill-defined governance structure. Both the NSW Government and industry need to be better organised and improve the planning, direction and co-ordination of the OJD Program and future programs.

StateRail has invested significantly over the last five years in passenger safety and security. Security guards on trains from 7.00 pm were introduced in 1998. More recently, additional lighting, 5,700 closed circuit television cameras (CCTV) and emergency help points have been installed on CityRail stations. In addition, CityRail has employed some 100 transit officers to patrol its network and intends to employ another 200 transit officers in 2003. While substantial steps have been taken to reduce crime and improve passenger safety and security, the results have been mixed. Overall, the risk of a passenger becoming a victim of a crime on CityRail has increased.

In our view, the agencies we studied cannot be sure that the grants they allocate align with their corporate objectives, and that program outcomes are achieved. This is mainly due to problems with grant selection and the evaluation of results. It was good to see that most of the grants programs had funding objectives which were fairly clear. But we found problems across most programs which could affect the fair and equitable selection of grants, such as, often no procedures for assessing applications, no assessment guidelines for advisory committees, often no clear rationale for assessments and poor documentation of the reasons for decisions.

Of the sites examined, users would find that some offered a pleasant and productive experience. Using others would be onerous and frustrating. Some users would not be able in practice to access features on some sites. All sites, even the best, had aspects warranting better attention to users’ needs. The failure of some sites to provide important information about privacy, security and legal matters was of particular concern. For the sites evaluated there was little use of the web to foster two-way communication between the public and agencies on issues of concern or as part of the policy process. And it seems that consultation with users on site design is not always sufficiently undertaken. A website is more likely to be user-friendly if design is based on thorough consultation with users.

State Transit has developed fleet management plans and maintenance standards that meet its regulatory and contractual obligations as a bus operator and are consistent with vehicle manufacturers’ standards and best practice. However, assumptions used in fleet management plans to forecast fleet growth may not result in the most efficient and effective outcome for State Transit. Forecasts fail to take account of opportunities to redesign or reduce services where they exceed contract requirements and are difficult to justify on a commercial basis. Of greater concern are the consequences arising from bus maintenance practices not meeting State Transit’s own standards.
