The Auditor-General, Margaret Crawford released a report today highlighting a decline in net profits of electricity agencies and the distributions the government received from these agencies. The report also details continuing issues in the management of Crown Land and TAFE NSW's student administration system.

Government services, in areas such as public order and safety, health and education, are delivered by agencies through a variety of programs. In 2016–17, the NSW Government estimates that it will spend over $73 billion on programs to deliver services.

The management of the sale and lease of Crown land is not effective because oversight of decision-making is inadequate and community involvement is limited, according to a report released today by NSW Auditor-General, Margaret Crawford.

The audit found limited oversight of sales and leases of Crown land by the Department of Industry - Lands. The Department has only just started monitoring whether tenants are complying with lease conditions, and does not have a clear view of what is happening on most leased Crown land. The majority of guidance provided to staff has not been updated in the past decade, contributing to staff not correctly implementing policies on rental rebates, unpaid rent, rent redeterminations and the direct negotiation of sales and leases on Crown land.

The effectiveness of Corrective Services NSW’s performance framework is limited because organisational key performance indicators (KPIs) do not cascade to public correctional centres, according to a report released today by the Acting New South Wales Auditor-General, Tony Whitfield.

'As a result, individual public correctional centres could not be assessed on how well they are contributing to overall Corrective Service objectives, and it is difficult to vary performance expectations in response to changing operating environments', said Mr Whitfield. 'Its commissioning and contestability project is designed to address these issues', he added.

The report includes comments on his financial audits of NSW Government transport, planning and industry agencies for 2009-10. A key recommendation from the report is that the New South Wales Government identify lessons learnt from the metro experience and ensure that future decision processes are developed to ensure the State never again expends such a large amount of scarce transport funding dollars and valuable time on a project that does not proceed.

The audits of these agencies’ financial reports for the year ended 30 June 2010 each resulted in an unqualified Independent Auditor’s Report. Significant backlog in victims’ compensation claims The Department of Justice and Attorney General paid $63 million in compensation to victims of crimes but only received $4.2 million from offenders in 2009-10. Over $222 million worth of victims’ compensation claims are to be processed by the Department. The number of outstanding claims increased thirty-five per cent from 13,384 to 18,118 in 2009-10.

Department of Industry and Investment cannot assure the people of NSW that all royalties owed are being paid in full. This is because it does not have sufficiently robust systems and processes to identify what is owed and to make sure it is paid.

The report includes comments on his financial audits of NSW Government environment, climate change and water agencies. The audits of these agencies’ financial reports for the year ended 30 June 2010 resulted in one qualified Independent Auditor’s Report. Sydney Water has not recognised assets and liabilities of the Build-Own-Operate schemes in their statement of financial position. The combined profit after tax of the four largest water utilities increased substantially from $300 million in 2008-09 to $584 million in 2009-10. Distributions to the Government were $379 million up 17 per cent or $55 million from last year.
