Enrolments in quality early childhood education programs in New South Wales are increasing but are below the national benchmark, according to a report released today by the NSW Auditor-General, Margaret Crawford.

Ninety-five per cent of children should be enrolled in at least 600 hours in the year before school, but according to the latest NSW figures 77 per cent of children were enrolled in quality early childhood education programs. This 2015 figure is below the benchmark, but is a significant improvement on 2013 when 59 per cent were enrolled.

The Department of Education is doing a reasonable job in managing how well students with disability transition to a new school and supporting teachers to improve these students’ educational outcomes, according to a report released today by the NSW Auditor-General, Margaret Crawford.

The level of support provided to students with disability can vary between schools. This is partly due to cultural resistance in some schools and teachers not always having the necessary skills to support children with disability.

The Department’s framework for VET reform has the potential to effectively achieve the government’s immediate objectives for the reform, which are associated with meeting its commitments under the National Partnership Agreement for Skills Reform without spending more. We found that the government is addressing VET reform objectives in the following order of priority: no extra cost (budget neutrality), TAFE viability, quality VET, access to VET for regions and equity groups, more contestability, student choice. Overall, we conclude that a more balanced approach, by putting more emphasis on increased contestability and student choice, is more likely to maximise the public value for the government’s investment in VET.

Except for the matters noted, the Members we reviewed substantially complied with the requirements of the Parliamentary Remuneration Tribunal’s Determination (the PRT Determination) for the year ended 30 June 2012.

The review identified the following material exceptions:

  • nine Member claims were not submitted for payment within 60 days of receipt or occurrence of the expense 
  • eight Members did not return their unspent Sydney Allowance amounts by 30 September 2012
  • sixteen Members did not complete an annual declaration stating the benefits accrued by way of loyalty/incentive schemes, as a consequence of using their allowance and entitlements, were used only for Parliamentary duties and not for private purposes.

There are inherent limitations in undertaking an engagement of this nature. The work was conducted as a review engagement, not an audit. Consequently, the procedures were not designed to detect all instances of non-compliance. The review provides limited assurance and expresses our conclusion about whether the Members reviewed complied with the PRT Determination’s requirements for Member entitlements.

The Department monitors the attendance of all students who remain enrolled at government schools, and responds when these students fail to attend. For young people that have been granted an exemption from attending school, the Department monitors apprentices, trainees and those completing the equivalent of Year 10 of secondary education at TAFE. However, the Department does not monitor young people post Year 10 in full-time work or vocational education programs until they turn 17 years of age. In accordance with the law, it is a parent’s responsibility to make sure that a child is attending school or involved in an approved alternate activity until they turn 17 years of age.

The Members tested substantially complied with the requirements of the Parliamentary Remuneration Tribunal’s (PRT) Determination for the year ended 30 June 2011. Findings note that the Department of Parliamentary Services should remind Members that they should not approve additional temporary staff claim forms before staff have worked the hours.

During the course of the audit we were impressed by the dedication and efforts of teachers in NSW public schools, particularly when dealing with the needs of students with learning difficulties. Although NSW schools perform well nationally and internationally, NSW has a high concentration of poor outcomes in some schools and some regions. Each year a group of between 5 and 15 per cent of children are at risk of not reaching the minimum level of achievement needed to progress at school. In this group, indigenous students are over represented.

The Department of Education and Training including TAFE NSW is faced with the loss of large numbers of retiring teachers and their associated skills and the need to replace this loss in an increasingly competitive labour environment. While the overall impact of the ageing workforce is likely to be gradual, there is still a risk of shortages. This will particularly apply to specialist secondary school teachers and TAFE teachers in certain skill sets or at specific locations.

We consider that students and teachers have significantly better access to computers than was the case when we did our 2000 audit. Teachers and students are also increasingly using computers for teaching and learning. The Department of Education and Training has been proactive in advancing Information Communication Technology (ICT) into schools. However we found that teachers and students are less likely to use computers if there are problems with infrastructure or technical support.

Special education programs so far have been able to support schools to accommodate these students and as a result, we have an inclusive education system. Our concern is that as the number of students with disabilities increases, pressure will be placed on both funding and the capacity of schools to provide quality services.

The Government’s special education initiative is a positive step towards addressing these problems. Nevertheless, other changes need to be made to improve services to meet the needs of individual students. For example, the department needs to develop a common assessment tool to capture the additional support needs of students with disabilities on enrolment and improve accountability for services and results after enrolment.
