The Auditor-General for New South Wales, Margaret Crawford, released her report today on the NSW Planning and Environment cluster. The report focuses on key observations and findings from the most recent financial audits of these agencies. Unqualified audit opinions were issued for all agencies' financial statements. However, some cultural institutions had challenges valuing collection assets in 2017–18. These issues were resolved before the financial statements were finalised.
This report analyses the results of our audits of financial statements of the Planning and Environment cluster for the year ended 30 June 2018. The table below summarises our key observations.
This report provides parliament and other users of the Planning and Environment cluster agencies' financial statements with the results of our audits, our observations, analysis, conclusions and recommendations in the following areas:
- financial reporting
- audit observations
- service delivery.
Financial reporting is an important element of good governance. Confidence and transparency in public sector decision making is enhanced when financial reporting is accurate and timely.
This chapter outlines our audit observations related to the financial reporting of agencies in the Planning and Environment cluster for 2018.

Appropriate financial controls help ensure the efficient and effective use of resources and administration of agency policies. They are essential for quality and timely decision making.
This chapter outlines our observations and insights from:
- our financial statement audits of agencies in the Planning and Environment cluster for 2018
- the areas of focus identified in the Audit Office work program.
The Audit Office annual work program provides a summary of all audits to be conducted within the proposed time period as well as detailed information on the areas of focus for each of the NSW Government clusters.

3.1 Internal controls | |
One in five internal control weaknesses reported in 2017–18 were repeat issues. | Delays in implementing audit recommendations can prolong the risk of fraud and error. 3.2 Information technology controls | |

3.3 Annual work program | |

This chapter outlines certain service delivery outcomes for 2017–18. The data on activity levels and performance is provided by cluster agencies. The Audit Office does not have a specific mandate to audit performance information. Accordingly, the information in this chapter is unaudited.
We report this information on service delivery to provide additional context to understand the operations of the Planning and Environment cluster, and to collate and present service information for different segments of the cluster in one report.
In our recent performance audit, ‘Progress and measurement of Premier's Priorities’, we identified 12 limitations of performance measurement and performance data. We recommended the Department of Premier and Cabinet ensure that processes to check and verify data are in place for all relevant agency data sources.

Implementation of the NSW Government’s program evaluation initiative
The NSW Government’s ‘program evaluation initiative’, introduced to assess whether service delivery programs achieve expected outcomes and value for money, is largely ineffective according to a report released today by NSW Auditor-General, Margaret Crawford.
Government services, in areas such as public order and safety, health and education, are delivered by agencies through a variety of programs. In 2016–17, the NSW Government estimates that it will spend over $73 billion on programs to deliver services.

The current benefits realisation approach for Service NSW needs to improve so benefits and savings can be effectively measured, reported and realised, according to a report released today by the NSW Acting Auditor-General, Tony Whitfield.
Customers are finding that Service NSW provides a convenient and practical way to access all government transaction services.

Administering Domestic Waterfront Tenancies
The audit’s overall conclusion is that Lands and Maritime are broadly achieving outcomes consistent with the IPART report on administering domestic waterfront tenancies. But a lack of collaboration between the agencies is contributing to poor customer service. Inconsistencies with the IPART report recommendations and operational differences between the two agencies result in different rents and conditions for tenants in the two agencies. The differences are having a significant impact on customer service.

Environmental Grants Administration
We found many aspects of good grants management, particularly in the Trust. All of the programs we looked at are clearly aligned to the Government’s objective to improve environmental outcomes. The Trust also has good practices for allocating grants. Performance in respect of results was mixed although many grants delivered tangible benefits - homes were protected from floods, degraded waterways restored and endangered habitats protected.
Generally we found that while both Department of Environment, Climate Change and Water and the NSW Environmental Trust had a range of strategies to monitor grants these were not always applied consistently or effectively. Grant programs need to be regularly evaluated to see what is working and what can be done better.

In our view, the agencies we studied cannot be sure that the grants they allocate align with their corporate objectives, and that program outcomes are achieved. This is mainly due to problems with grant selection and the evaluation of results. It was good to see that most of the grants programs had funding objectives which were fairly clear. But we found problems across most programs which could affect the fair and equitable selection of grants, such as, often no procedures for assessing applications, no assessment guidelines for advisory committees, often no clear rationale for assessments and poor documentation of the reasons for decisions.

User-Friendliness of Websites
Of the sites examined, users would find that some offered a pleasant and productive experience. Using others would be onerous and frustrating. Some users would not be able in practice to access features on some sites. All sites, even the best, had aspects warranting better attention to users’ needs. The failure of some sites to provide important information about privacy, security and legal matters was of particular concern. For the sites evaluated there was little use of the web to foster two-way communication between the public and agencies on issues of concern or as part of the policy process. And it seems that consultation with users on site design is not always sufficiently undertaken. A website is more likely to be user-friendly if design is based on thorough consultation with users.
