The Family and Community Services report was released today by the Acting Deputy Auditor-General. Financial reporting within the cluster continues to improve but there are opportunities to improve governance and performance reporting.

The NSW Government’s ‘program evaluation initiative’, introduced to assess whether service delivery programs achieve expected outcomes and value for money, is largely ineffective according to a report released today by NSW Auditor-General, Margaret Crawford.

Government services, in areas such as public order and safety, health and education, are delivered by agencies through a variety of programs. In 2016–17, the NSW Government estimates that it will spend over $73 billion on programs to deliver services.

The report includes a review on the Building the Education Revolution and outcomes of his financial audits on NSW Government agencies for Education and Communities 2009-10. Whilst the Department of Education appears to have achieved its key objective of rapidly constructing school facilities, costs were higher than business as usual and the preferences of local communities were not always met.

The report includes comments on his financial audits of NSW Government transport, planning and industry agencies for 2009-10. A key recommendation from the report is that the New South Wales Government identify lessons learnt from the metro experience and ensure that future decision processes are developed to ensure the State never again expends such a large amount of scarce transport funding dollars and valuable time on a project that does not proceed.

The Museum is doing much to improve access to its collections. However, as with other natural history museums, only a small proportion is on public display. Its efforts range from placing information on the internet for use by the public and scientific users, to helping indigenous Australian and Pacific Islander communities reconnect with their respective cultures.

We found that ADHC is providing and funding more respite to help people with disabilities and their carers. The number of people using respite centres increased by 20 per cent between 2006-07 and 2008-09 from 2,769 to 3,326. Both NGOs and carer organisations told us that ADHC had improved the management of respite.

The Northside Storage Tunnel was the first major public sector construction project using an alliance approach. In our opinion, the outcome of the project suggests that an alliance approach, when applied to a suitable project and managed appropriately, can support positive project outcomes. And in many respects the Alliance worked well. There are, however, a number of issues that we believe need to be addressed for future alliances.

In our view, the agencies we studied cannot be sure that the grants they allocate align with their corporate objectives, and that program outcomes are achieved. This is mainly due to problems with grant selection and the evaluation of results. It was good to see that most of the grants programs had funding objectives which were fairly clear. But we found problems across most programs which could affect the fair and equitable selection of grants, such as, often no procedures for assessing applications, no assessment guidelines for advisory committees, often no clear rationale for assessments and poor documentation of the reasons for decisions.
