Actions for Mental Health Workforce
Mental Health Workforce
Compared to the mental health workforce in most other Australian states and territories, the NSW workforce is more concentrated in acute hospitals for adult patients and is marginally smaller for its population. NSW Health increased its mental health workforce between 2006 and 2009. It has improved the geographical distribution of clinicians across the state to more closely match need. It has also increased the number of staff working with younger and older mental health patients. These are positive achievements in a time of financial stringency.

Actions for Sick Leave
Sick Leave
NSW public sector sick leave is higher than other States. The NSW public sector has the highest reported public sector sick leave in Australia. Public sector efforts to reduce sick leave over the last five years has seen a fall of a quarter of a day since 2004-05, less than its target of one day. On average, public sector workers take just over eight days sick leave annually. Recent surveys of public and private sector organisations show that sick leave in the public sector is higher than the private sector.

Actions for Coal Mining Royalties
Coal Mining Royalties
Department of Industry and Investment cannot assure the people of NSW that all royalties owed are being paid in full. This is because it does not have sufficiently robust systems and processes to identify what is owed and to make sure it is paid.

The Auditor-General of New South Wales, Mr Peter Achterstraat, tabled his review of the Government’s sale of NSW Lotteries. The review was designed to address concerns raised regarding the sale process.
No financial imprudence or waste found Mr Achterstraat found no evidence to indicate that the successful bid was inconsistent with the rules, or that there was waste of public resources or financial imprudence with the Government’s sale of NSW lotteries in early 2010.
Actions for Electronic Information Security
Electronic Information Security
The Government is not able to provide assurance that it is safeguarding its holdings of sensitive personal information because its policy has not been properly implemented. This is likely to remain the case until there are clear, mandatory, minimum standards that agencies sign up to, and scrutiny of performance against these standards is strengthened.

Actions for Helicopter Emergency Medical Service Contract
Helicopter Emergency Medical Service Contract
We found that the contract process was satisfactory. Ambulance data show that the performance of CHC is meeting contract requirements with the exception of the availability of the Wollongong helicopter. Ambulance’s ability to transport patients to the right hospital at the right time has improved. However the cost of the new Greater Sydney helicopter contract is three times higher than before.

Actions for Protecting the Environment: Pollution Incidents
Protecting the Environment: Pollution Incidents
The department has a systematic approach to receiving, investigating and responding to reports of pollution incidents. However, the department does not analyse and report on the extent of environmental harm caused by pollution incidents reported to it, whether its response has minimised harm to the environment, whether its regulatory approach has improved compliance, particularly by Environment Protection Licence (EPL) holders (licensees).

Actions for Home Detention
Home Detention
Home detention is a viable alternative to prison for less serious crimes, such as those involving traffic offences. It is tough on offenders, cheaper than fulltime prison, and most offenders complete their sentence without having to go to prison. Despite these benefits, very few offenders are sentenced to home detention. In 2008-09, the daily average number of people on home detention was 175. A decline of almost one quarter since 2002-03.

Actions for Knowing the Collections
Knowing the Collections
The Museum is doing much to improve access to its collections. However, as with other natural history museums, only a small proportion is on public display. Its efforts range from placing information on the internet for use by the public and scientific users, to helping indigenous Australian and Pacific Islander communities reconnect with their respective cultures.

Actions for Government Investment in V8 Supercar Racing at Sydney Olympic Park
Government Investment in V8 Supercar Racing at Sydney Olympic Park
We recognise that the event was prepared in a tight timeframe, attracted a large crowd and was proclaimed a success by the Premier. However, we concluded that: Government received inadequate advice when assessing the proposal and post-event analysis indicates that costs are more than planned and that economic impacts are less than estimated largely because of fewer visitors from interstate.
