The effectiveness of Corrective Services NSW’s performance framework is limited because organisational key performance indicators (KPIs) do not cascade to public correctional centres, according to a report released today by the Acting New South Wales Auditor-General, Tony Whitfield.

'As a result, individual public correctional centres could not be assessed on how well they are contributing to overall Corrective Service objectives, and it is difficult to vary performance expectations in response to changing operating environments', said Mr Whitfield. 'Its commissioning and contestability project is designed to address these issues', he added.

Franchising services on the Sydney Ferries Network was justified, and Transport for NSW’s management of the franchise has been largely effective according to a report released today by the NSW Acting Auditor-General, Tony Whitfield.

'Franchising has resulted in cost savings, good service performance, and effective risk transfer from government to the private sector operator', said Mr Whitfield.

On 9 September 2015, the Acting Auditor-General of New South Wales, Tony Whitfield, released a report on Sydney Metropolitan Bus Service Contracts.
 
All scheduled bus services in the Sydney metropolitan area are provided under contracts with the public and private operators. The contracts allow Transport for NSW (TfNSW) to determine what bus services are provided and to whom. This audit assessed the effectiveness of TfNSW’s design and management of these contracts.
 
Bus services provided under the Sydney Metropolitan Bus Service Contracts have largely been effective and efficient. Operators are mostly meeting their key performance indicators. Customer satisfaction is better than under the previous contracts and improving, patronage is increasing, and the unit costs of providing services are now lower than under the previous contracts. 
 
However, punctuality remains a problem. Private operators are mostly starting their trips on time, but rarely meeting their mid and end-of-trip targets. State Transit Authority’s (STA) punctuality is improving but is worse than private operators, and other areas of performance are generally below private operators.
 
The current situation is a substantial improvement over what we found in our 2010 audit on the previous contracts.

More NSW Police officers are returning to work after being injured and there are fewer medical discharges as a result of the new NSW Police death and disability scheme. The new scheme is also costing less and if early trends continue, costs may fall sufficiently to meet the government’s target.

The SES needs to better understand the location, availability and skills of its volunteers so it can properly plan for emergency events. It needs to improve how it selects and retains the right volunteers and provide more up-to-date and focused training.

The SES has improved volunteer safety with injury claims falling by 40 per cent to 70 in the four years to 30 June 2013. The average cost of claims has fallen by 58 per cent to $3,547. The SES attributes this reduction to better equipment and work practices.

Fire and Rescue NSW do not know whether all its firefighters are fit to perform their full range of operational duties. Once they are employed, there are no formal checks on firefighters’ health and fitness during their career. Also, while a health standard for firefighters has been developed it has not been agreed nor implemented.

Unqualified audit opinions were issued on the above corporations’ 30 June 2013 financial statements. During the year, Treasury issued TC 13/01 ‘Mandatory early close procedures for 2013’. This Circular aimed to improve the quality and timeliness of agencies’ annual financial statements. In 2012-13, application of the circular was made mandatory for State owned corporations. As a result, the port corporations were required to perform the early close procedures. All the port corporations were successful in performing the procedures, which helped them submit financial statements by an earlier due date. The early close procedures also resulted in general improvements to the quality of most financial statements.

The report recommends all transport entities should do more to reduce excessive annual leave balances to ensure they will comply with new targets set by the Premier, RailCorp, Sydney Trains and NSW Trains should minimise the amount of overtime bonuses paid to train drivers and that Transport for NSW should set targets to measure the overall satisfaction of train users.

We issued unqualified audit opinions on the above agencies’ 30 June 2013 financial statements. During the year, The Treasury issued TC 13/01 ‘Mandatory early close procedures for 2013’. As a result, the law and order services agencies were required to perform early close procedures. All law and order service agencies were broadly successful in performing the procedures, which helped them submit financial statements by an earlier due date. This in turn enabled the financial statement audits to be finalised within an earlier timeframe of eight weeks (nine weeks in 2011-12).

As previously recommended, the Department of Attorney General and Justice should continue integrating policies, operations and systems between its divisions and, once complete, analyse the costs and benefits. The Department of Attorney-General and Justice should also ensure it has the necessary processes in place to enable it to regularly monitor and measure the performance and success of the Victims Support Scheme in providing a more accessible, streamlined and targeted service to victims of violent crime in New South Wales.

We issued unqualified audit opinions on the transport entities’ 30 June 2012 financial statements.

Some of the findings of the report include:

  • government funding to the public transport operators totalled $4.4 billion in 2011-12 ($3.7 billion in 2010-11)

  • passenger services revenue only covered 20 per cent of RailCorp's operating costs

  • Transport for NSW has formalised a protocol to mitigate the risk of potential conflicts of interests

  • At present, no sustainability framework exists for the transport agencies around environment and sustainability. Transport for NSW should complete its Environment and Sustainability Policy Framework by June 2013 and should publicly report its results annually

  • Transport patronage continued to grow with 510 million journeys on train, bus and ferry services

  • CityRail had two peak hour periods where only 36 per cent and 39 per cent of services were on time

  • On-time running performance for Sydney Ferries was above the NSW 2021 plan target of 98.5 per cent for most routes in 2011-12

  • Customer surveys by transport agencies no longer specifically address crowding on public transport. Transport for NSW should observe and report on crowding on all transport modes

  • Over 2,500 transport staff, or 8.3 per cent of the workforce, have excessive leave balances. All transport entities should do more to reduce excessive annual leave balances to ensure they will comply with new targets set by the Premier.
