Serious system limitations prevented TAFE NSW from providing sufficient and appropriate evidence to support recorded student revenue of $477 million, student receivables and accrued income of $47.6 million and unearned revenue of $398 million.
These limitations resulted in:
- a qualified audit opinion being issued for TAFE NSW;
- delays in enrolling students;
- inability to fully reconcile cash balances;
- difficulties in reconciling student enrolments with revenues recorded in the financial statements;
- large volumes of manual processing.

The distributions to the NSW Government increased from $690 million in 2013-14 to $1.0 billion in 2014-15. The increase was largely due to a higher dividend from Sydney Water Corporation.

Large construction projects
The independent assurance given to the NSW Government and sponsor agencies on the viability of large capital projects throughout their lifecycle is inadequate. Government policy is regularly not followed and not properly communicated to those responsible for implementing such policy.
This audit sought to test the effectiveness of the NSW capital project assurance system - which includes gateway reviews and reporting - but significant levels of non-compliance identified in our case studies prevented this. The NSW Commission of Audit also identified this issue in 2012. Gateway reviews are conducted by independent reviewers at key stages of a project’s life cycle and provide an independent assessment on a project’s readiness to proceed to the next stage.

Managing Injured Police
Overall, the NSW Police Force’s approach to managing injured officers since 2006 is appropriate, focusing on notification and early intervention and the development of successful return to work plans. Early intervention and return to work are the key factors in successfully managing injured officers and reducing the cost of workplace injuries. The Force has not done this well in the past. Through the establishment of the safety command, the Force has built a framework for managing injured officers that should optimise early return to work.

Delivering Health Care out of Hospitals
Area Health Services and hospitals have developed programs which can provide clinical outcomes as good for patients as in-hospital care and can reduce the time they spend in hospital. They have operated for several years and show considerable potential. Ageing of the population, increasing costs and higher expectations of health care will continue to challenge health systems. Sometimes, unfortunately, the system struggles to cope.

Working with Hotels and Clubs to Reduce Alcohol-Related Crime
In NSW alcohol-related assaults have almost doubled over the last ten years. In 2006-07 there were 20,475 alcohol-related assaults excluding domestic violence incidents, up from 10,305 in 1997-98. In fact, the number of these assaults is increasing at a faster rate than total assaults. Incidences of alcohol-related malicious damage and offensive conduct have also increased, rising by 87 and 70 per cent respectively. Working with hotels and clubs to reduce alcohol-related crime, however we found that the number of alcohol-related assaults has reduced or stabilised in the last two years in about 14 per cent of Police local area commands.

Efficiency of the Office of the Director of Public Prosecutions
The Office of the Director of Public Prosecutions (ODPP) prosecutes the most serious criminal cases on behalf of the people of New South Wales. The ODPP says it is efficient. We acknowledge that the ODPP has many skilful and committed staff who work very hard to achieve good results for the people of NSW. It could not, however, provide sufficient evidence for us to reach a conclusion on its efficiency. We also identified some significant opportunities for the ODPP to improve its management practices.

Hospital emergency departments: Delivery services to patients
There have been notable changes in the provision of emergency department services over the last decade, principally by increasing the number, seniority and training of staff and upgrading facilities. More recently, programs have focussed on achieving improvements in emergency department waiting times (the time taken to see a doctor) and access block (delay in accessing a hospital bed). However, these programs have had limited effect. Although waiting times for seriously ill patients have decreased, waiting times for around 95% of emergency department patients have increased or remain unchanged and performance against benchmarks for access block has declined each year.
Although The Audit Office identified opportunities to improve patient flow in the emergency department, benefits will be limited by access block and the congestion caused by being unable to move patients to a ward. Only a better balance of resources between inpatient access programs (that is booked and emergency department patients) will bring about improvements in access block.

NSW Police Service: Staff rostering, tasking and allocation
The Police Service is in the process of undertaking a wide range of information technology and systems developments that are expected to improve the Service’s capabilities to apply intelligence information to the deployment of staff at Local Area Commands (LACs). Implementation of the current phase is to take place over the next eighteen months. The Audit Office considers that the developments are timely and when fully implemented should significantly contribute to the Police Service’s ability to be more proactive and provide for better staff deployment.
The Audit Office is of the view that the impact of these developments on the efficiency and effectiveness of rostering and tasking at LACs would be further enhanced by attention to gaps in systems and to restrictive staff allocation practices.
