WestConnex: Assurance to the Government
This audit assesses the assurance provided to the NSW Government for the initial stages of the WestConnex project.
The audit examined the WestConnex project from concept development to the pre-tender phase for Stage 1A – M4 (Parramatta to Homebush Bay). It did not examine the merit of the project or whether it represented value-for-money.
This audit found a number of shortcomings with the governance of the WestConnex project during its early stages and makes recommendations on how to better govern the remainder of the project to minimise the risk of failure.

Volume Four 2014 focusing on New South Wales State Finances
For the second consecutive year, the General Government and Total State Sector Accounts received an unqualified auditor’s opinion following more than a decade of qualifications. The quality and timeliness of financial reporting across the NSW public sector has continued to improve. Compared to previous years, there were fewer errors in agencies’ 2013–14 financial statements submitted for audit and used for whole-of-government financial reporting.

Making the Most of Government Purchasing Power - Telecommunications
The Auditor-General has found that agencies have consistently failed to negotiate the best price for their telecommunication contracts and are not getting value for money because of inadequate contract and expense management processes.
The audit examined six agencies to assess whether the government was getting value for money from its telecommunications contracts. It again raised problems with the way NSW government agencies manage contracts.

We issued unqualified audit opinions on the transport entities’ 30 June 2012 financial statements.
Some of the findings of the report include:

government funding to the public transport operators totalled $4.4 billion in 2011-12 ($3.7 billion in 2010-11)

passenger services revenue only covered 20 per cent of RailCorp's operating costs

Transport for NSW has formalised a protocol to mitigate the risk of potential conflicts of interests

At present, no sustainability framework exists for the transport agencies around environment and sustainability. Transport for NSW should complete its Environment and Sustainability Policy Framework by June 2013 and should publicly report its results annually

Transport patronage continued to grow with 510 million journeys on train, bus and ferry services

CityRail had two peak hour periods where only 36 per cent and 39 per cent of services were on time

On-time running performance for Sydney Ferries was above the NSW 2021 plan target of 98.5 per cent for most routes in 2011-12

Customer surveys by transport agencies no longer specifically address crowding on public transport. Transport for NSW should observe and report on crowding on all transport modes

Over 2,500 transport staff, or 8.3 per cent of the workforce, have excessive leave balances. All transport entities should do more to reduce excessive annual leave balances to ensure they will comply with new targets set by the Premier.

A qualified audit opinion was issued on the Total State Sector Accounts for the year ended 30 June 2012. Qualified opinions have been issued every year for the past decade. The key issue contributing to past qualifications has been partially resolved, but new issues have arisen that impact the ability to confirm property, plant and equipment balances in 2011-12.

This gives Parliament and the public an update on the extent of progress made.
In this follow-up audit, we examine changes following our May 2002 report on how well the:
- State Transit Authority maintained its buses
- Ministry of Transport administered contracts for the provision of regular passenger bus services.

Periodically we review the extent to which agencies have implemented the recommendations they accept from our earlier audits. This gives Parliament
and the public an update on the extent of progress made.
Intellectual property (IP) can have value to the agency concerned and may have the potential for wider commercial use. Poor management of IP can impose risks, including the risk of lost opportunities. Because it is not ‘tangible’ like a building or plant and equipment, the need for properly managing IP may be overlooked.
In this follow-up audit, we examine changes following our October 2001 report on how well public sector agencies were managing intellectual property.

Fraud Control: Current Progress and Future Directions
Periodically we review the extent to which agencies have implemented the recommendations they accept from our earlier audits. This gives Parliament and the public an update on the extent of progress made.
Given the size of the NSW public sector, the potential for fraud could run into billions of dollars if not properly managed. It is an area of risk that warrants close and ongoing attention. Over the last decade, we have responded by issuing three performance audits and a comprehensive guide to better practice on this topic.
In conducting my financial audits, there is now an Auditing Standard that requires me to seek annual assurances from every agency concerning the adequacy of their arrangements for fraud control. This latest performance audit provides a further report card on the extent to which the NSW public sector is managing its fraud risks.
This Report also provides updated guidance on improving arrangements for fraud control both at a whole-of-government level and at the agency level.
I commend the Report for close and careful attention by every agency.
