Recycling and Reuse of Waste by the NSW Public Sector
The Government’s WRAPP initiative has achieved its intended outcome. The public sector has reduced the proportion of waste going to landfill from 27 per cent to eight per cent over the last six years, and has increased its use of recycled content materials. Most agencies have played their part, identifying how waste can be reduced and changing practices accordingly.

Protecting our Rivers
At the time of our 2003 audit agencies were unable to measure the water quality in NSW rivers as they had not established a comprehensive and ongoing monitoring system for water quality. Agencies are now developing a monitoring system to measure the progress against the State Plan 2006 target to improve the condition of riverine ecosystems by 2015. It may not be possible to identify an overall trend in the condition of riverine ecosystems by the State Plan target date of 2015. This is because riverine ecosystems do not respond rapidly to change in the environment. A long period of time is required to collect sufficient data to establish a baseline for all indicators being used and to determine trends, particularly given the prolonged drought.

Signal failures on the metropolitan rail network
Between 2004 and 2006, the number of signalling failures, signalling downtime and the number of trains delayed as a result of signal failures all fell. RailCorp’s on-time running performance improved over the same period. The fall in failures is a clear indication of improved performance. Changes in the definition of on-time and to the timetable during 2005 and 2006 however make it difficult to determine whether improvements in response downtime and signalling delays are due to a true performance improvement. To build upon this strong base, RailCorp needs to determine with more confidence the number and duration of signalling failures the network can tolerate without impacting on service levels.

Connecting with public transport
We see considerable potential for the Ministry of Transport to plan and manage interchanges more effectively, so as to make better use of our public transport network. We believe that the Ministry now needs to focus more on multi-modal transport planning and interchange performance. It needs to assign responsibility for the coordination and oversight of inter-modal operations to an entity resourced for the purpose. Without this it will continue to be very difficult to identify and address unmet needs, seek and secure stakeholder funding, and monitor and evaluate system performance.

Regulating the Clearing of Native Vegetation
Native vegetation is a complex and difficult area to regulate. There is an inherent tension between economic development and conservation. In our opinion, the complexities and the lack of accountability have contributed to the present position, whereby a whole-of-government approach to the protection of native vegetation in NSW has not been developed. There are currently no objectives or targets to measure progress in conserving native vegetation. Only one, of a possible twenty-two regional management plans, has been approved since the Act commenced. There is also a lack of comprehensive information about the status of, and changes to, native vegetation across rural NSW.

Bus Maintenance and Bus Contracts
State Transit has developed fleet management plans and maintenance standards that meet its regulatory and contractual obligations as a bus operator and are consistent with vehicle manufacturers’ standards and best practice. However, assumptions used in fleet management plans to forecast fleet growth may not result in the most efficient and effective outcome for State Transit. Forecasts fail to take account of opportunities to redesign or reduce services where they exceed contract requirements and are difficult to justify on a commercial basis. Of greater concern are the consequences arising from bus maintenance practices not meeting State Transit’s own standards.
