The Learning Management and Business Reform (LMBR) program was established in 2006 to improve service delivery to schools, corporate staff and TAFE NSW. Some parts of the three major components of the LMBR program have been delivered to different areas of the Department of Education and Communities. The quality of financial statements in the education and communities cluster continues to improve with fewer reported misstatements over the last three years. The financial statements of all agencies within this cluster received unqualified audit opinions. The Department of Education and Communities has 24 performance targets for early childhood through to tertiary education. Seven of these are either not being achieved or unlikely to be achieved.

All agencies in the NSW Premier and Cabinet cluster received unqualified audit opinions for the year ended 30 June 2014. Overall financial reporting has improved. Agencies submitted their financial statements earlier than last year and for the third year in a row there has been a reduction in the number of misstatements identified during audits.

In New South Wales in 2011, around 20 per cent of public school teachers were under 35 and less than 10 per cent were under 30. Nothing has changed during 2012. We need to do more to attract and retain young teachers to a profession that is essential for our children and our future prosperity.

The Department of Education and Communities needs to do more to improve the literacy of Aboriginal students in NSW Government schools. By Year Three around 40 per cent of Aboriginal students are at or below minimum standard for reading. Unfortunately, this is almost triple the rate of non-Aboriginal students.
