Serious system limitations prevented TAFE NSW from providing sufficient and appropriate evidence to support recorded student revenue of $477 million, student receivables and accrued income of $47.6 million and unearned revenue of $398 million.
 
These limitations resulted in: 

  • a qualified audit opinion being issued for TAFE NSW;
  • delays in enrolling students;
  • inability to fully reconcile cash balances;
  • difficulties in reconciling student enrolments with revenues recorded in the financial statements;
  • large volumes of manual processing.

Placement reviews are not undertaken for all children and young people in statutory care.  Caseworkers are required to review placements annually to assess the health, wellbeing, education and social life of the child. Over three-quarters of children and young people received placement reviews in 2014-15 compared to about half of them in the previous twelve months.

For the third consecutive year, the General Government and Total State Sector Accounts received an unqualified auditor’s opinion following more than a decade of qualifications.
 
Errors in agencies’ financial statements and the Total State Sector Accounts were corrected as necessary to ensure compliance with Australian Accounting Standards and the requirements of the Public Finance and Audit Act 1983.
 
Improvements to year-end financial reporting processes have enabled the Audit Office to issue 229 audit opinions by 2 October 2015, compared to only 67 by the same time in 2011.

On 16 September 2015 the NSW Acting Auditor-General, Tony Whitfield, released a report on community housing. The audit examines the Department of Family and Community Services’ transfer of public housing to non-government community housing providers.

The Department has worked collaboratively with community housing providers and industry groups to develop the community housing sector. Although there have been some delays, it has managed the transfer of public housing reasonably well and has improved the sustainability of the sector.

The audit assessed how well the Department of Family and Community Services has transferred the management of children in out-of-home care to non-government organisations (NGOs).
 
The Department has put considerable effort into developing the out-of-home care sector and is progressing well towards its goal of transferring all children in statutory care to NGOs. Since 2011, the number of children with an accredited NGO has more than doubled. This is a positive outcome as children are more likely to receive quality care because these providers meet NSW standards for outof-home care.
 
However, it is difficult to assess whether overall outcomes for children in care have improved. This is because the Department has yet to determine what wellbeing outcomes it wants to achieve, such as improvements in a child’s health, education and welfare. The Department is currently developing a quality assurance framework which will include such outcomes. We also found that the number of children in care returned to their birth family has declined, and the number of adoptions has remained relatively unchanged.

The Department’s framework for VET reform has the potential to effectively achieve the government’s immediate objectives for the reform, which are associated with meeting its commitments under the National Partnership Agreement for Skills Reform without spending more. We found that the government is addressing VET reform objectives in the following order of priority: no extra cost (budget neutrality), TAFE viability, quality VET, access to VET for regions and equity groups, more contestability, student choice. Overall, we conclude that a more balanced approach, by putting more emphasis on increased contestability and student choice, is more likely to maximise the public value for the government’s investment in VET.

Unqualified audit opinions were issued on the following financial statements for the year ended 30 June 2013: Department of Education and Communities (including the TAFE Commission), Technical and Further Education Commission, Board of Studies, Office of the Board of Studies, Board of Studies Casual Staff Division, Institute of Teachers, Office of the Institute of Teachers, NSW Board of Vocational Education and Training.

A key issue of focus was around the revaluation of School and TAFE NSW buildings. The report found that the Department’s approach to revaluing its buildings addressed previous concerns, however more work is required to refine the revaluation model and to build on the evidence available for cost rates.

The Total State Sector Accounts for the year ended 30 June 2013 received an unqualified independent auditor’s opinion. This is the first time in over a decade the Total State Sector Accounts have not been qualified.

In looking into the resolution of qualifications:

  • We obtained enough evidence supporting the value of education buildings and their depreciation expense
  • Sufficent evidence has been obtained to support the existence and value of the State archives
  • We obtained enough evidence supporting the completeness of land and infrastructure holdings recognised
  • Improvements are still needed in the accuracy of information used to record the State’s land holdings.

This overview summarises the significant findings included in my 2012 financial audit report, volumes three to eleven, and highlights NSW agencies’ overall achievements and challenges. The overview summarises key themes and messages arising from these audits to help readers understand common findings. Agencies and their audit and risk committees can use the overview to self-assess and identify issues that may be relevant to their organisations.

It found more than 85 per cent of the recommendations in my 2011 financial audit reports to Parliament were implemented in 2012. Whilst this is less than 100 per cent, NSW government agencies clearly acted on my significant recommendations. However, NSW government agencies need to do more to follow up more detailed recommendations that are made directly to management.

The report includes comments on financial audits of government agencies in the Education and Communities sectors. The audits of the above entities’ financial statements for the year ended 30 June 2011 resulted in unmodified audit opinions within the Independent Auditor’s Reports. A key finding was that Treasury should consider issuing further guidance to arts and cultural bodies on collection valuation methodologies due to the significance of these assets to the State’s asset base.
