The NSW Government’s ‘program evaluation initiative’, introduced to assess whether service delivery programs achieve expected outcomes and value for money, is largely ineffective according to a report released today by NSW Auditor-General, Margaret Crawford.

Government services, in areas such as public order and safety, health and education, are delivered by agencies through a variety of programs. In 2016–17, the NSW Government estimates that it will spend over $73 billion on programs to deliver services.

Overall, the peer review process provides good assurance that government advertising campaigns are necessary and cost effective, according to a report released today by the NSW Auditor-General, Margaret Crawford.

In NSW, the Government Advertising Act 2011 requires government advertising campaigns with a likely expenditure over $50,000 to be independently peer reviewed before launch. The Department of Premier and Cabinet manages this process, which includes allocating and coordinating peer reviewers to assess campaigns against the Premier’s ‘Government Advertising Guidelines’.

Police officers and firefighters in NSW are benefiting from an improved focus on preventing and managing injuries, according to a report released today by the NSW Auditor-General. However, the audit found these gains may not be enough to offset risks associated with increasing common law claims, and death and disability scheme costs.

‘Emergency service workers face dangerous situations and traumatic scenes’ said the Auditor-General ‘and are at a significant risk of injury and illness. While the NSW Police Force and Fire & Rescue NSW have made positive shifts towards more proactive injury prevention and better return to work programs and practices, both face significant cost issues.’

The management of the sale and lease of Crown land is not effective because oversight of decision-making is inadequate and community involvement is limited, according to a report released today by NSW Auditor-General, Margaret Crawford.

The audit found limited oversight of sales and leases of Crown land by the Department of Industry - Lands. The Department has only just started monitoring whether tenants are complying with lease conditions, and does not have a clear view of what is happening on most leased Crown land. The majority of guidance provided to staff has not been updated in the past decade, contributing to staff not correctly implementing policies on rental rebates, unpaid rent, rent redeterminations and the direct negotiation of sales and leases on Crown land.

Enrolments in quality early childhood education programs in New South Wales are increasing but are below the national benchmark, according to a report released today by the NSW Auditor-General, Margaret Crawford.

Ninety-five per cent of children should be enrolled in at least 600 hours in the year before school, but according to the latest NSW figures 77 per cent of children were enrolled in quality early childhood education programs. This 2015 figure is below the benchmark, but is a significant improvement on 2013 when 59 per cent were enrolled.

The Department of Education is doing a reasonable job in managing how well students with disability transition to a new school and supporting teachers to improve these students’ educational outcomes, according to a report released today by the NSW Auditor-General, Margaret Crawford.

The level of support provided to students with disability can vary between schools. This is partly due to cultural resistance in some schools and teachers not always having the necessary skills to support children with disability.

Juvenile Justice prepares and assists young people to reintegrate into the community reasonably well, given the complex needs of young people in detention, according to a report released today by the NSW Auditor-General, Margaret Crawford.

Juvenile Justice has many processes and programs to identify and address young people’s needs while in detention and links them to relevant support services in the community. It still faces some significant barriers which make reintegration difficult. Some are within its control to fix, such as improving training and recreational activities available to young people in detention. Others relate to external factors, such as the capacity of other organisations to address their reintegration needs like housing, education and employment, and a young person’s period of detention.

The Public Service Commission is making good progress with leading the implementation of public sector management reforms, according to a report released today by the Acting New South Wales Auditor-General, Tony Whitfield.

'The Commission developed a sound evidence base for the reforms and gained wide public sector support by engaging with agency heads and using public sector working groups to develop options', said the Acting Auditor-General. 'They developed good guidance for government agencies and have improved the senior executive structure in the NSW public sector', he added.

Decisions to relocate government agencies to non-metropolitan areas are not made purely for cost reasons. They can also serve government policy objectives, such as promoting regional economic development.

Regardless of the policy objectives that may exist, I would expect that decisions on individual agency relocations would be based on sound business cases. Those business cases would show how the relocation achieves any relevant government objectives, what costs (or savings) would be involved, logistical considerations such as obtaining appropriate accommodation and staff, and any impacts on levels service to the public.

In my view, the existence of government policy objectives does not remove the need for individual decisions to be made in a transparent, rational and accountable manner. Responsible public servants should provide the appropriate information to government to allow it to judge how best to implement its policies.

Nearly 11,000 rescues are carried out each year in New South Wales, the majority involving motor vehicle accidents.

In metropolitan areas we have three emergency services providing general land rescue - NSW Police, the Ambulance Service and the NSW Fire Brigades. The two volunteer services, the State Emergency Service and the Volunteer Rescue Association, generally cover the remainder of the State.

Rescue arrangements in NSW are different to all other mainland states. Elsewhere, the trend in metropolitan areas has been towards consolidation with only one provider of rescue services.

The State Rescue Board of NSW was set up in 1989. Its primary role is to ensure efficient and effective rescue services are maintained throughout the State.

In this audit we examined how well placed the Board was to provide assurance to Parliament and the community that the organisation of rescue services in NSW best serves those in need of rescuing.

NSW deserves a clear and unequivocal answer on such an important issue. However, the issues are complex, often strongly argued, and generally there is insufficient relevant information upon which to make judgements about performance and value. This report outlines a way forward.
