Unqualified audit opinions were issued on the above corporations’ 30 June 2013 financial statements. During the year, Treasury issued TC 13/01 ‘Mandatory early close procedures for 2013’. This Circular aimed to improve the quality and timeliness of agencies’ annual financial statements. In 2012-13, application of the circular was made mandatory for State owned corporations. As a result, the port corporations were required to perform the early close procedures. All the port corporations were successful in performing the procedures, which helped them submit financial statements by an earlier due date. The early close procedures also resulted in general improvements to the quality of most financial statements.
The report recommends all transport entities should do more to reduce excessive annual leave balances to ensure they will comply with new targets set by the Premier, RailCorp, Sydney Trains and NSW Trains should minimise the amount of overtime bonuses paid to train drivers and that Transport for NSW should set targets to measure the overall satisfaction of train users.

The Total State Sector Accounts for the year ended 30 June 2013 received an unqualified independent auditor’s opinion. This is the first time in over a decade the Total State Sector Accounts have not been qualified.
In looking into the resolution of qualifications:
- We obtained enough evidence supporting the value of education buildings and their depreciation expense
- Sufficent evidence has been obtained to support the existence and value of the State archives
- We obtained enough evidence supporting the completeness of land and infrastructure holdings recognised
- Improvements are still needed in the accuracy of information used to record the State’s land holdings.

Except for the matters noted, the Members we reviewed substantially complied with the requirements of the Parliamentary Remuneration Tribunal’s Determination (the PRT Determination) for the year ended 30 June 2012.
The review identified the following material exceptions:
- nine Member claims were not submitted for payment within 60 days of receipt or occurrence of the expense
- eight Members did not return their unspent Sydney Allowance amounts by 30 September 2012
- sixteen Members did not complete an annual declaration stating the benefits accrued by way of loyalty/incentive schemes, as a consequence of using their allowance and entitlements, were used only for Parliamentary duties and not for private purposes.
There are inherent limitations in undertaking an engagement of this nature. The work was conducted as a review engagement, not an audit. Consequently, the procedures were not designed to detect all instances of non-compliance. The review provides limited assurance and expresses our conclusion about whether the Members reviewed complied with the PRT Determination’s requirements for Member entitlements.

This overview summarises the significant findings included in my 2012 financial audit report, volumes three to eleven, and highlights NSW agencies’ overall achievements and challenges. The overview summarises key themes and messages arising from these audits to help readers understand common findings. Agencies and their audit and risk committees can use the overview to self-assess and identify issues that may be relevant to their organisations.
It found more than 85 per cent of the recommendations in my 2011 financial audit reports to Parliament were implemented in 2012. Whilst this is less than 100 per cent, NSW government agencies clearly acted on my significant recommendations. However, NSW government agencies need to do more to follow up more detailed recommendations that are made directly to management.

Liverpool to Parramatta Bus Transitway
Several of my recent audits have identified a need to improve our public transport system – both for the benefit of travellers and to assist in achieving better air quality.
Bus Transitways can provide a good public transport solution for lower density population areas, potentially at a relatively low capital cost. This audit examines the transitway running between Liverpool and Parramatta, the first of several planned for Sydney. This audit should contribute to a better understanding of the lessons learnt from this first project, and so to future transitways providing better value for money.
But this audit also raises broader issues.
It highlights the importance of accurately projecting the total cost of major infrastructure projects before governments lock in their decisions. It also highlights the need for sound decision-making processes when government agencies compete with the private sector. The principles and recommendations flowing from these issues are ones I would draw to the attention of all agencies, and to the Government.

Implementing Asset Management Reforms
Hospitals, schools, public housing, roads, bridges, buses and trains are just some of the assets used by government in providing services to citizens.
The NSW Government’s asset base is impressive in size - with a value of around $167 billion and with government plans to spend around $8 billion acquiring or replacing assets in the current year. Another $2 billion is spent each year on maintenance.
Good asset management is very important to government; even a small efficiency gain in this area can provide significant returns. Good practice by those responsible for managing assets can improve reliability, extend asset life, save on maintenance costs and aid in identifying and disposing of unnecessary or non-performing assets.
Improving the NSW public sector’s approach to asset management has been on the reform agenda for at least a decade. Changes in practice have been accelerated more recently by integrating asset management policy with the budget process.
In this audit we examined NSW Treasury’s efforts to improve asset management practices in the public sector and the progress made by 3 agencies - the Department of Corrective Services, NSW Fire Brigades and the Powerhouse Museum - towards better managing their asset portfolios.
This report informs Parliament and the community on progress to date and what more needs to be done to ensure that agencies manage assets effectively and achieve best value.

Managing and Measuring Success: Department of Juvenile Justice
Criminal or anti-social juvenile behaviour affects us all. Some of us may be victims of juvenile crime, some may be apprehensive about their personal safety, while others may know of young people who have been in trouble with the law. And, as taxpayers, all of us contribute to the costs of juvenile justice.
Currently about one in every 200 young people in NSW is convicted of a crime each year. The Department of Juvenile Justice works with these young offenders to help them fit back into society and lead a life free of crime.
This is not an easy task. Young offenders are often difficult to help. Many come from disadvantaged backgrounds and may have had poor parental supervision. They may have achieved little at school, have poor work prospects and psychological problems, and be part of an anti-social peer group.
While the Department of Juvenile Justice has prime responsibility, agencies in the justice and welfare systems need to work closely together to tackle these complex and diverse issues. They ultimately desire the same result for young offenders – progression to a well-adjusted, crime-free adulthood.
The report highlights the challenges facing all those who work with young offenders - youth workers, police officers, magistrates, health workers and teachers. Achieving the best possible outcome for these young people will help bring about safer and more harmonious communities for us all.
This is the first of two audits in our current performance audit program that deals with young offenders. We examined how the Department of Juvenile Justice measures performance, and whether staff have adequate information to make sound planning decisions and recommend appropriate interventions for young offenders.
Our next audit, starting later in 2005, will review whether relevant government agencies effectively coordinate the management of young offenders.

Coordination of Rescue Services
Nearly 11,000 rescues are carried out each year in New South Wales, the majority involving motor vehicle accidents.
In metropolitan areas we have three emergency services providing general land rescue - NSW Police, the Ambulance Service and the NSW Fire Brigades. The two volunteer services, the State Emergency Service and the Volunteer Rescue Association, generally cover the remainder of the State.
Rescue arrangements in NSW are different to all other mainland states. Elsewhere, the trend in metropolitan areas has been towards consolidation with only one provider of rescue services.
The State Rescue Board of NSW was set up in 1989. Its primary role is to ensure efficient and effective rescue services are maintained throughout the State.
In this audit we examined how well placed the Board was to provide assurance to Parliament and the community that the organisation of rescue services in NSW best serves those in need of rescuing.
NSW deserves a clear and unequivocal answer on such an important issue. However, the issues are complex, often strongly argued, and generally there is insufficient relevant information upon which to make judgements about performance and value. This report outlines a way forward.

Managing Disruptions to Cityrail Passenger Services
About one in every twelve Sydney people travels by train each weekday.
Unplanned disruptions to services are inevitable, even on the best-run railways.
Because of the complexities of Sydney’s rail network, a single event can disrupt many services.
From a passenger’s perspective, three issues are important –
- how quickly the disruption is fixed (“When will my train arrive?”)
- the accuracy of information provided about the disruption (“Should I change my travel/meeting/other arrangements?”)
- how often the disruptions occur (“Should I give up on rail travel?”).
In this audit, we looked at how well RailCorp responds when there are routine disruptions to its CityRail passenger services. We focused on how RailCorp manages passenger journeys and informs passengers.
This report informs Parliament and the community about the limitations of the current system, and what more needs to be done in order to minimise the impact of disruptions on passengers.
It should also help passengers judge the extent to which they can rely on the information they receive, and to better understand some of the obstacles faced by staff.

Follow-up of Performance Audit: Bus Maintenance and Bus Contracts
Periodically we review the extent to which agencies have implemented the recommendations they accepted from our earlier audits.
This gives Parliament and the public an update on the extent of progress made.
In this follow-up audit, we examine changes following our May 2002 report on how well the:
- State Transit Authority maintained its buses
- Ministry of Transport administered contracts for the provision of regular passenger bus services.
