The Audit Office is of the opinion that, while agencies are aware of the need to manage risk, their risk management falls short of better practice. Many agencies do not consider their risk management to be adequate. The survey suggests that some agencies, mainly those in the Public Trading Enterprise Sector have approached risk management in a systematic way and in accordance with the principles of better practice standards. Others, mainly departments not subject to commercial imperatives, have yet to progress the management of risk beyond the traditional response of insuring against the more common types of risk. Thus there is a danger that with a number of agencies, risk may not be managed adequately, especially in the General Government Sector.

Despite the issue being on the agenda for many years (formally, at least since 1988), at present there is not a comprehensive record of all government property assets in NSW. Whilst initiatives currently underway are promising, they will require continued priority to achieve tangible results. And careful coordination will be required to avoid duplication and waste.

Overall, The Audit Office found that the NSW public sector is not as prepared as it could be. Beginning in May 1996, the Department of Public Works and Services (DPWS) commenced a program to increase awareness of, report on and assist agencies with Year 2000 issues. However, significant areas of risk are still yet to be fully assessed, and action to resolve and implement appropriate solutions are lagging in areas of the public sector. A substantial acceleration and expansion of Year 2000 related activity is essential over the next twelve months to address this situation. In broad terms, the Year 2000 problem could affect both information technology (IT) and non IT. The latter includes systems dependent upon programmable logic controllers. These drive machines and equipment, including building services and medical equipment.

Improving immunisation levels has been a policy priority for NSW and Commonwealth governments since the early 1990s. Along with other States they are pursuing a range of initiatives aimed at reaching immunisation target levels above 95% by the year 2000. At such levels, the occurrence of vaccine preventable diseases is minimised and their spread prevented.

There is considerable support for this policy from the public, the medical profession and all levels of government. However, like much in public health, it depends for its success on effective cooperation between many participants, both nationally and locally, with competing demands on their time and resources.
