Serious system limitations prevented TAFE NSW from providing sufficient and appropriate evidence to support recorded student revenue of $477 million, student receivables and accrued income of $47.6 million and unearned revenue of $398 million.
These limitations resulted in:
- a qualified audit opinion being issued for TAFE NSW;
- delays in enrolling students;
- inability to fully reconcile cash balances;
- difficulties in reconciling student enrolments with revenues recorded in the financial statements;
- large volumes of manual processing.

Caseworkers are required to review placements annually to assess the health, wellbeing, education and social life of the child. Over three-quarters of children and young people received placement reviews in 2014-15 compared to about half of them in the previous twelve months.

Generally, NSW universities are in a sound financial position, but average operating margins are falling and operating expenditure is growing faster than operative revenue.
The university sector’s average operating margin fell from 6.6 per cent in 2013 to 4.8 per cent in 2014 and combined operating expenditure grew 0.9 per cent more than operating revenue. Employee expenses in 2014 increased by an average of 5.1 per cent and other expenses by 5.8 per cent.
Operating expenditure grew at a faster pace than operating revenue at six of the ten NSW universities.

Whilst the Department of Education appears to have achieved its key objective of rapidly constructing school facilities, costs were higher than business as usual and the preferences of local communities were not always met.

A key recommendation from the report is that the New South Wales Government identify lessons learnt from the metro experience and ensure that future decision processes are developed to ensure the State never again expends such a large amount of scarce transport funding dollars and valuable time on a project that does not proceed.

The Museum is doing much to improve access to its collections. However, as with other natural history museums, only a small proportion is on public display. Its efforts range from placing information on the internet for use by the public and scientific users, to helping indigenous Australian and Pacific Islander communities reconnect with their respective cultures.

New South Wales’ ten universities recorded a combined operating surplus of $494 million compared to a deficit of $76.9 million last year, reflecting the improvement in global financial markets. This was largely due to investment gains of $38.0 million in 2009 compared to $405 million of losses in 2008. Despite this, financial risks remain for universities. With the recovery in global financial markets remaining fragile, universities with overseas operations and those needing to fund capital works programs, are at most risk. Capital funding is estimated at $2.0 billion for 2010 and 2011.
