Implementation of the NSW Government’s program evaluation initiative
The NSW Government’s ‘program evaluation initiative’, introduced to assess whether service delivery programs achieve expected outcomes and value for money, is largely ineffective according to a report released today by NSW Auditor-General, Margaret Crawford.
Government services, in areas such as public order and safety, health and education, are delivered by agencies through a variety of programs. In 2016–17, the NSW Government estimates that it will spend over $73 billion on programs to deliver services.

Serious system limitations prevented TAFE NSW from providing sufficient and appropriate evidence to support recorded student revenue of $477 million, student receivables and accrued income of $47.6 million and unearned revenue of $398 million.
These limitations resulted in:
- a qualified audit opinion being issued for TAFE NSW;
- delays in enrolling students;
- inability to fully reconcile cash balances;
- difficulties in reconciling student enrolments with revenues recorded in the financial statements;
- large volumes of manual processing.

The distributions to the NSW Government increased from $690 million in 2013-14 to $1.0 billion in 2014-15. The increase was largely due to a higher dividend from Sydney Water Corporation.

Placement reviews are not undertaken for all children and young people in statutory care. Caseworkers are required to review placements annually to assess the health, wellbeing, education and social life of the child. Over three-quarters of children and young people received placement reviews in 2014-15 compared to about half of them in the previous twelve months.

Volume Fourteen 2014 Focusing on Trade and Investment
There are 63 agencies in the DTIRIS cluster. These agencies include nine electricity and eight water agencies that were reported in the NSW Auditor-General’s report to Parliament Volume Five 2014 on 11 November 2014. Commentary in this volume is on the remaining 46 DTIRIS cluster agencies. The findings found the quality of financial statements in the trade and investment cluster needs to improve.

The quality of financial statements in the education and communities cluster continues to improve with fewer reported misstatements over the last three years. The financial statements of all agencies within this cluster received unqualified audit opinions. The Department of Education and Communities has 24 performance targets for early childhood through to tertiary education. Seven of these are either not being achieved or unlikely to be achieved.

The quality of financial reporting in the planning and environment cluster continues to improve with fewer reported misstatements over the last two years. The financial statements of all agencies within this cluster received unqualified audit opinions, except for one small agency where the audit is incomplete. Many cluster agencies’ actual revenues, expenses, assets and liabilities varied from budget by more than five per cent, suggesting financial management and budgetary controls could be improved.

The quality of agencies’ financial statements in the Family and Community Services cluster continues to improve with the number of misstatements identified during audit steadily decreasing over the past five years. The financial statements of all cluster agencies were submitted on time and received unqualified audit opinions. Family and Community Services finds it difficult to fill all funded caseworker positions, with an average ten per cent vacancy rate for the past five years.

The quality of financial reporting in the cluster continues to improve with the number of reported misstatements identified during audit decreasing over the past five years. The audits resulted in unqualified audit opinions on the financial statements of all cluster agencies for the year ended 30 June 2014, with the exception of the State Emergency Service.
