Assessment processes for older people needing to go to an Residential Aged Care Facility (RACF) vary depending on the processes of the Aged Care Assessement Teams (ACAT) they see and whether or not they are in hospital. The data collected on ACAT performance was significantly revised during 2004 making comparisons with subsequent years problematic. ACATs have more responsibilities than assessing older people for residential care. It is not clear whether they have sufficient resources for this additional workload.

Fraud risks, and fraud control obligations, are growing at a rate which demands that more be done.  Our 2005 report showed that still only 50 per cent of NSW public sector organisations had achieved an adequate level of performance in developing and implementing a fraud control strategy.  In response to this, our 2005 report provided a range of recommendations for improving fraud control and urged that fraud control become a key item for attention by audit committees.

We recognise that organisations need a simple and effective way to review and monitor how effectively they are implementing fraud control strategies.  This kit has been developed for precisely that purpose.  Its development reflects an extended period of consultation, focus-group review and pilot-testing to ensure that that the kit is simple to use, practical and flexible.  The kit assists organisations to meet their fraud control obligations in a cost-effective manner, tailored to their situation and based on risk.

Overall the results were mixed. There is some good news but this is such a basic and vital issue that we must conclude that a good deal more needs to be done. Three agencies did not have sufficient information to provide a balanced view of services. And two of these agencies could not tell us whether their services actually made a difference to customers. Across the ten programs we found many examples of good practice, but some variation in the quality and coverage of performance measures. Agencies that we identified as not having sufficient information to judge services were either unaware of its importance, collected data on activities but not results or reported system limitations.

Under appropriate conditions, shared service arrangements are a proven method for obtaining significant cost savings from productivity improvements and economies of scale. Benefits realised in NSW from shared services are significantly below what was expected. At June 2003 general government agencies had achieved savings of $13.6 million, or 5 per cent, of projected accumulated savings of $297 million to be achieved by 2006. Implementation costs are estimated to be $79.4 million. Most agencies had yet to fully implement the Government’s shared services strategy supporting productivity and salary increases.

We recognise that Home and Community Care Services (HCS) operates in an increasingly difficult and changing environment. However, HCS does not have the capacity to meet these needs. Currently at least 50 per cent of those eligible to receive a service will miss out. Under the current system, there are inequities in service delivery. The ability to receive a service depends on when the applicant calls, where they live and if this coincides with service hours becoming available at the local HCS branch. In addition, applicants who miss out on a service may not automatically be referred to another provider. HCS needs to better manage both demand and expectations regarding access to the services it provides.

Overall, compliance with government policy was not high. In the agencies examined, the audit found problems similar to those identified in 2001 when we last examined fleet management practices. Business need was not always the determining factor in deciding the size and composition of fleets. In most cases the fleet profile reflected past practices or individual choice rather than business need.
