Enrolments in quality early childhood education programs in New South Wales are increasing but are below the national benchmark, according to a report released today by the NSW Auditor-General, Margaret Crawford.

Ninety-five per cent of children should be enrolled in at least 600 hours in the year before school, but according to the latest NSW figures 77 per cent of children were enrolled in quality early childhood education programs. This 2015 figure is below the benchmark, but is a significant improvement on 2013 when 59 per cent were enrolled.

The Department of Education is doing a reasonable job in managing how well students with disability transition to a new school and supporting teachers to improve these students’ educational outcomes, according to a report released today by the NSW Auditor-General, Margaret Crawford.

The level of support provided to students with disability can vary between schools. This is partly due to cultural resistance in some schools and teachers not always having the necessary skills to support children with disability.

The report includes a review on the Building the Education Revolution and outcomes of his financial audits on NSW Government agencies for Education and Communities 2009-10. Whilst the Department of Education appears to have achieved its key objective of rapidly constructing school facilities, costs were higher than business as usual and the preferences of local communities were not always met.

The report includes comments on his financial audits of NSW Government transport, planning and industry agencies for 2009-10. A key recommendation from the report is that the New South Wales Government identify lessons learnt from the metro experience and ensure that future decision processes are developed to ensure the State never again expends such a large amount of scarce transport funding dollars and valuable time on a project that does not proceed.

The report includes comments on NSW Treasury and agencies in the finance and superannuation sectors. The New South Wales public sector superannuation funds’ investments were $42.2 billion at 30 June 2010, up from $38.5 billion in 2009. Investment returns reached 14.5 per cent in 2009-10. This is a significant improvement on the investment returns of up to negative 18.4 per cent at the peak of the global financial crisis in 2008.
 

To be effective the WWCC has to be thorough. Gaps in the checking process such as employers not checking everyone they should mean that people who may pose a risk to children are not identified. We found that the WWCC does not reliably identify all those who may pose a risk to children. Some form of teacher performance assessment has been in place in NSW public schools for the past 40 years and the scheme has been significantly enhanced through its inclusion in the 2000 Award. We welcome these changes. However, we are of the opinion that further changes are required to improve its effectiveness. We have two issues of concern. Firstly, that the scheme may not provide for fair and consistent assessments across all schools. Secondly, that the annual performance review does not allow a teacher who is not a probationer or on a formal improvement program to be rated as anything other than ‘efficient’.
