4.1 Are relevant programs to address reoffending available?
4.1.1 Moderate intensity programs have increased but there may be gaps in program coverage for some prisoners
4.1.2 Assessments of prisoners’ program needs are critical but are not always completed in a timely way
4.1.3 Case management is poorly coordinated
4.2 Are programs accessible to prisoners?
4.2.1 Most prisoners are not completing programs before their earliest possible release date

4.2.2 Resourcing needs for program delivery are not clearly established
4.2.3 Corrective Services systematically monitors output performance in program delivery, but does not use robust process and outcome-based indicators
4.3 Are programs effective in reducing reoffending behaviour?
4.3.1 Programs are evidence-based but not systematically evaluated
4.3.2 Program frameworks are clear, but monitoring delivery at the prison level could be improved
