Overview
Following the severe weather and flooding events that impacted the Northern Rivers in 2022, the NSW Government announced the creation of the Resilient Homes Fund. The fund has been designed to support homeowners in their recovery and to build resilience in the Northern Rivers through the delivery of two complementary programs:
- The Resilient Homes Program, a $790 million program which provides financial support for voluntary buybacks, rebuilding housing with flood-hardened materials, and house raising.
- The Resilient Lands Program, a $100 million program which aims to accelerate the delivery of new land and housing in the region, including for flood impacted residents.
The initiation, planning and early delivery of the programs was conducted by the former Northern Rivers Reconstruction Corporation (NRRC). The NRRC was dissolved and responsibility transitioned to the NSW Reconstruction Authority in October 2023.
This audit will assess whether the NSW Reconstruction Authority is effectively administering the Resilient Homes Program (RHP) and the Resilient Lands Program (RLP) to meet the program objectives.
The audit will answer the following questions:
- Did the NSW Reconstruction Authority effectively plan the administration of both programs?
- Is the NSW Reconstruction Authority effectively delivering the RHP?
- Is the NSW Reconstruction Authority effectively delivering the RLP?
