In March 2017, the NSW Department of Planning and Environment released the ‘Development Assessment Best Practice Guide’ in recognition of the role the development assessment process plays in delivering new housing and the Premier’s priority for faster housing approvals. The ICAC also publishes guidance on better practice for development assessment.
This audit will assess the extent to which Camden and Randwick councils’ practices and procedures for the ‘pre-lodgement’ and ‘lodgement’ stages of the development assessment process align with the best practices outlined in the DPE and ICAC guidance. In so doing, it will examine how these councils:
- provide pre-lodgement advice to help applicants understand what they need to do
- accept, notify and refer development applications
- calculate, verify, bill and collect development application fees.
