Biodiversity offsets


The NSW Biodiversity Offsets Scheme is intended to offset impacts on biodiversity due to development (for example: roads, buildings, and other infrastructure) that cannot otherwise be avoided. It aims to do this through in-perpetuity stewardship agreements with landholders to better manage biodiversity, generating credits that offset obligations created by development.

This audit will assess whether the Department of Planning and Environment and the Biodiversity Conservation Trust have effectively designed and implemented the Scheme to compensate for the loss of biodiversity due to development. The audit will examine the rules and processes for offsetting biodiversity losses with credits (including ‘like-for-like’) and meeting offsetting obligations (including obligations held by the Biodiversity Conservation Trust), and the rules and processes for establishing, regulating and supporting Biodiversity Stewardship Agreements.
